According to a recent report by Edinburgh University and Imperial College London, the cost of heat pumps remains expensive and this is putting people off installing them. What has been the take-up in London and please can a borough-based analysis be provided?

The 'Reducing heat pump installed costs: Reviewing historic trends and assessing future prospects' report suggests in 2022 there were 69,000 installations. Are you monitoring how many heat pumps were installed in London in the years 2022-23 and 2023-24?

Specifically, how is the Mayor working with private landlords and owner-occupied housing to address concerns about heat pumps?

At present I am supporting the installation of heat pumps through the Home Upgrade Grant 2 programme, providing grants for their installation in the homes of low income owner occupiers and private tenants. I am also facilitating their installation through the Energy Company Obligation (ECO) Flexible Eligibility scheme. I welcome the funding that will be available through the Warm Homes Local Grant and Boiler Upgrade Scheme and will be working with government and boroughs to ensure maximum uptake in London.

What conversations is the Mayor having with Outer London boroughs as well as Inner London boroughs on installation challenges?

There are a variety of barriers to the decarbonisation of London’s homes and initiatives such as my Retrofit Innovation Zone in Merton are aiming to explore and overcome these, working with the local authority and communities.
We have also made good progress through the London Plan on new build developments already. Assembly members can view the latest data in the London Energy Monitoring report.
