London Underground

Question No: 2024/4305

Question (Thomas Turrell AM): 19th December 2024

How much does TfL spend on policing and how is it split between the London Underground, London Overground, London’s buses and Tramlink?

Answer (Sadiq Khan): 23rd December 2024

Please find details of funding below. The figures for British Transport Police (BTP) are for the costs of policing London Underground. The BTP holds separate Police Services Agreements (PSAs) with the operators of the London Overground (LO), Tram network, DLR and Elizabeth line, and the costs are covered within commercial agreements.

The Metropolitan Police Service (MPS) is responsible for policing London’s bus and road network. Transport for London (TfL) funds the MPS to provide enhanced policing over and above the MPS’ core responsibilities for preventing, responding to and investigating crime and anti-social behaviour. The amount detailed below for the MPS is for enhanced policing services. TfL funds actual costs incurred, so the variation year on year is explained by the level of vacancies held by the Police body.

Please also see below TfL’s Crime, Policing and On-Street (CPOS)-funded enhanced policing for the LO network. This ended in 2023/24 as the BTP Authority decided that the patrol of LO was part of its core policing services as part of the Police Service Agreement:
