Silvertown and Blackwall Tunnels Pricing
Question No: 2025/1414
Question (Thomas Turrell AM | Bexley and Bromley): 22nd May 2025
Why do drivers traveling northbound through the Silvertown and Blackwall tunnels in the morning peak pay a higher toll than those traveling southbound?
Answer (Sir Sadiq Khan | Mayor of London): 28th May 2025
The Silvertown Tunnel opened on 7 April, providing much greater opportunities for people to cross the river in east London by private or public transport, and reducing the congestion, delay and lack of resilience which for so long has been a problem in this part of the capital.
User charges at the Silvertown and Blackwall tunnels are necessary to ensure scheme benefits are realised. Demand for river crossings is highest in the northbound morning peak (6am-10am) and in the southbound evening peak (4pm-7pm) and so a higher charge is appropriate to effectively manage this demand and the associated congestion and environmental and economic impacts.
No charges apply from 10pm to 6am and a 50 per cent discount is available for eligible low-income residents in east London (in place for three years). There is also a £1 discount in the off-peak for eligible small businesses, sole traders and charities based in the host boroughs (in place for at least one year).

Question (Thomas Turrell AM | Bexley and Bromley): 22nd May 2025
Are you working with the Department for Transport to monitor any increase in usership of the Dartford Crossing following the introduction of tolls at the Blackwall Tunnel?
Answer (Sir Sadiq Khan | Mayor of London): 28th May 2025
Transport for London (TfL) is working with the Department for Transport and National Highways to ensure it has access to data from the Dartford Crossing, which it can review alongside its own monitoring of river crossings in London to ensure the effects of the Silvertown Tunnel scheme are fully understood.
Question No: 2025/1423
Question (Thomas Turrell AM | Bexley and Bromley): 22nd May 2025
If you are working with the DfT to monitor any increase in usership of the Dartford Crossing, will you commit to sharing these figures with the Assembly to ensure the impact on congestion on surrounding areas as a result of the tolls is transparent?
Answer (Sir Sadiq Khan | Mayor of London): 28th May 2025
This is subject to approval from National Highways and the Department for Transport who own data associated with the Dartford Crossing.
Transport for London will ask if they are happy for this data to be published alongside TfL's wider publication of monitoring data associated with the Silvertown Tunnel scheme.
